Details

This policy framework sets out mandatory standards and legal requirements for delivering safe, inclusive physical education and activity in custody. It applies to HMPPS headquarters, governors, public sector prisons, contracted prisons and young offender institutions.

It covers minimum access to physical education and activity, safe delivery, staff qualifications and training, local delivery planning, monitoring and assurance, equipment and facilities, residential fitness rooms, contact sports, community partnerships and prisoners supporting physical education and activity.

It replaces PSI 58/2011 Physical Education (PE) for Prisoners and the Service Specification for Physical Education. It is issued on 1 November 2026 and must be implemented from 1 April 2027.

The framework is published in shadow form between issue and implementation to allow establishments to prepare for implementation.
