The Care Quality Commission’s (CQC) 2025 to 2026 report analyses inspection and ratings data to provide an assessment of the state of health care and adult social care in England.

CQC began implementing the current assessment framework in January 2024. Ratings in this report reflect a growing picture of the quality of care.

CQC’s assessment activity has been based on risk to people using health and adult social care services. For some sectors, assessments completed using the current assessment framework remain too low to be representative of all services.

The report was laid before Parliament on 22 October 2026.
