On 17 November 2025, a Tribunal of ICAEW’s Tribunals Committee found proved, by Mr Dix’s admission, that on 29 June 2023 he had misused estate money of £27,000 by transferring it from an insolvency estate account for a purpose other than that of the liquidation. In doing so, Mr Dix:

  • acted contrary to Statement of Insolvency Practice 11, concerning the proper purpose and security of estate money and appropriate financial controls; and
  • breached the fundamental principle of Professional Behaviour under paragraph R2105.1 of the Insolvency Code of Ethics, rendering him liable to disciplinary action under Disciplinary Bye-law 4.1a.

In determining sanction, the Tribunal took account of Mr Dix’s previous regulatory and disciplinary record and concluded that it demonstrated a pattern of disregarding regulatory obligations. The Tribunal was not satisfied that Mr Dix was fit to practise as an insolvency practitioner and ordered, under Disciplinary Bye-law 11.1(c)(iii), that:

  • Mr Dix’s insolvency licence be withdrawn; and
  • Mr Dix pay ICAEW’s costs of £7,938.50.

Mr Dix appealed against the sanction and costs. On 13 May 2026, with Mr Dix having confirmed that he no longer sought to challenge the Tribunals Committee’s order, the Appeal Committee dismissed the appeal by consent and upheld the order. Mr Dix was ordered to pay appeal costs of £9,474.25, together with the Tribunal costs of £7,938.50. The withdrawal of his licence took effect on 13 July 2026.
